BCCM Civil Society Constituencies: Election & Membership Criteria

The Bangladesh Country Coordinating Mechanism (BCCM) ensures fair, transparent, and democratic representation across its seats. Civil Society Organizations (CSOs) hold 15 of the 33 total BCCM seats, allocated across six distinct sub-sectors:

Non-Governmental Organizations (NGOs): 4 seats (HIV/AIDS, Malaria, TB, Women & Children)
Key Affected Populations (KAP): 3 seats (PWID/MSM/Hijra, CSW/FSW, CBOs in endemic Malaria regions)
Persons Living with Diseases (PLWD): 3 seats (HIV/AIDS network, TB network, Hill District Councils)
Academia: 2 seats (Private Universities/Medical Colleges, Research Institutions)
Private Sector: 2 seats (Trade bodies, employer associations, corporate CSR)
Faith-Based Organizations (FBOs): 1 seat (Focus on minority representation)

Core Eligibility & Candidate Standards

While each sub-sector maintains specific mandates, candidates and participating organizations must meet standardized requirements to ensure representative leadership:

1. General Organization Membership Standards

Legal Registration & Operational History: Organizations must be officially registered or recognized. NGOs require at least 5 years of operation; Academia requires 10 years; KAP and PLWD groups require 3 years.
Health Sector Track Record: Demonstrated experience implementing health programs, specifically addressing HIV/AIDS, TB, or Malaria.
Financial & Operational Rigor: NGOs must demonstrate programmatic disbursements of at least Tk. 10 lacs annually over the last 5 years and provide 3 years of audited accounts.
Communication & Coordination: Ability to maintain communication channels within their constituency to ensure structured feedback and active participation in the CCM process.

2. Candidate Selection Criteria

Constituency Leadership: Candidates must be recognized leaders who act in the interest of their entire sector rather than individual or organizational gain.
Commitment: Proven track record of constituency participation and a willingness to dedicate time to BCCM activities.
Exclusion/Ineligibility: Active Global Fund grant recipients are ineligible to run as candidates to prevent conflicts of interest. Government employees cannot represent the Academia constituency.

Election Transparency & Documentation

In accordance with Global Fund guidelines, every elected CCM Member must have an Alternate Member elected from the same constituency. Results and process documentation—including voter lists, meeting minutes, public election notices, and voting records—must be submitted to the BCCM Secretariat and made publicly available.
